Construction Committee Update – APRVOW Association - October 2025

Dear Residents,

The Construction Committee has introduced operational improvements to ensure construction bylaws are implemented more effectively and with minimal inconvenience to owners. This is a work in progress, and we greatly value your feedback.
We have engaged an architect to provide unbiased guidance and ensure owners follow the bylaws during renovations. A new Standard Operating Procedure (SOP – work in progress) has been drafted to make the process easier and more transparent.

Your feedback on the SOP is requested before finalization. We request owners using the process to provide candid feedback for improvements.

Key Updates:

1. A new semi-automated construction renovation form has been developed to speed up approvals while ensuring compliance with bylaws.   Download the form [Link to Application Form]. After filling the application, scan and submit online at following LINK.

2. Over the last two years, we have collected Infrastructure Maintenance Fees for Phase 1 and 2. These funds will be used for road repairs, gutter covers, and related works. The fee serves multiple purposes, including ensuring that construction is not prolonged indefinitely, which can inconvenience neighbors and damage common areas such as roads, pavements, and stormwater drains (SWDs). We also have documented details of the damages caused by ongoing construction. We suggest the owners have a penalty clause with their Contractor in meeting the agreed timelines.

Starting August 1st (official handover of Phase 3), the Infrastructure Maintenance Fee will be collected across all three phases. For Phase 3, August 1st will also mark the start date for all ongoing renovation  projects.
